Non-existent organisation (or a secret society that is in control of mankind).
Various organisations (most famously The Noans) believe that a secret society, called The Illuminati, has been in control of the destiny of mankind since well before the destruction of Earth. There is no proof that this society exists, but those that believe in The Illuminati say that is because they are good at suppressing the evidence.
There are many differing theories about how The Illuminati are organised and where they are currently operating. However, all theories agree that The Illuminati have a pyramid shaped power structure. The lowest level of the Illuminati pyramid represents people that are not members of their organisation. The members of The Illuminati believe they are above these non members, and feel they have the right to control them. The higher a member gets within The Illuminati, the more power they are given and the more people they have control over. As The Illuminati gain control over more and more people, their pyramid of power will become bigger and their higher members will become richer and more powerful.
The Illuminati are said to use power symbols including, but not limited to: a pyramid, an eye, an eagle and a snake. Some say that they worship these symbols, but others say that they use them, along with secret handshakes and code words, to help members locate each other.
Some Noans have even put forward theories that The Illuminati were the elite rulers of the mythical planet, Eden, and have controlled the destiny of the Human race for eons. They are said to have terraformed Earth (or seized it from an unknown alien race) and brought the human race to Earth from Eden. Some say that they used genetic modification to enable our distant ancestors to live on Earth. Our time on Earth was supposedly used to terraform the many planets humans now live on.
Those that support the Eden theory, believe that The Illuminati slowly leaked out information to the scientists of Earth to ensure that the human race would leave Earth before geologists discovered that Earth was not our home. Extremists have even accused them of "dropping" the Asteroid that destroyed all life on Earth, in order to permanently remove that evidence.
The Illuminati are said to be the real power behind the power blocks, with Illuminati members having positions within their governments, military, police and intelligence services. The various conflicts between power blocks are supposedly an excuse for The Illuminati to move one of their puppets in to take over any government they can not infiltrate. According to the Noans, The Illuminati plan to slowly gather all the remaining independent worlds into the existing power blocs, then gradually merge those power blocs to create larger and larger organisations, until finally they have created a single, all controlling, galactic empire.
The Illuminati have been accused of holding knowledge and science, lost after humans left Earth, and using it to their own advantage. The Noans have even accused them of having worm drive technology since the exodus from Eden.
The earliest accusations of Illuminati control date back to pre-colonisation Earth, and are poorly documented. Material from as early as -296 AI (1920 AD) suggests that an organisation of that name was infiltrating Earth's other secret societies and taking them over. By -211 AI (2005 AD) conspiracy theorists were accusing government officials in several of the largest, and most powerful, nations on Earth of being Illuminati members.
If the Illuminati did exist, then presumably their members would have been on most, if not all, of the ships that left Earth during its colonisation period (-92 to 144 AI (2124 to 2360 AD)). After arriving on their new planets, Illuminati members would have conspired together in order to make sure that they had an unfair advantage when seeking government positions or other positions of power.
Wormhole technology brought isolated planets back together as an interstellar community and groups, like the Noans, cite the rapid rise of the power blocs, almost immediately after wormhole technology was developed, as reliable evidence of the Illuminati's recent activities.
