Abstract: The internet is a powerful tool that needs protection from misuse, but safeguards to prevent malevolence should not ruin its potential for benevolence. For example, as techniques used to investigate message traffic can also be employed to abuse the privacy of individuals, information security professionals should set clear guidelines for investigation .If such processes as the FBI's Carnivore security product are allowed to become routine and acceptable compromises of privacy to make law enforcement easier are made,privacy will gradually be sacrificed. Given that is possible to hold most message senders accountable using existing tools and investigative techniques, it must be decided whether message traffic and technology safeguards should be build against the misuse of existing security tools.
